National borders and distances play a very minor role in cyber space nowadays. The cyber dimension in modern conflicts is one of the reasons why public and private businesses and organisations, including the military, have to maintain such a high level of protection.

The threat of cyber attacks has grown considerably in recent years. Successful attacks in Switzerland, some with serious consequences, have shown not only that the frequency and complexity of cyber attacks is rising, but that these attacks are increasingly targeted against states or businesses.
