Organisation of the Swiss Security Network

Confederation and cantons are represented on equal terms in the bodies of the Swiss Security Network. In the Swiss Security Network’s working groups partners from towns, communes and the private sector may also be represented.

The permanent bodies of the Swiss Security Network are the Political Platform and the Operational Platform. In accordance with a definite agenda, they address topics relating to security policy that concern both Confederation and cantons and where coordination is necessary.
The bodies of the Swiss Security Network primarily play a role prior to and after a crisis and, in particular, at the strategic level.


Political platform

The heads of the Federal Department of Justice and Police (FDJP) and the Federal Department of Defence, Civil Protection and Sport (DDPS), the presidents of the Conference of Cantonal Justice and Police Directors (CCJPD) and the Inter-governmental Conference on Issues relating to Military, Civil Protection and Fire Services (RK MZF) are represented in the Political Platform.
The Political Platform is informed on the activities of the Operational Platform and the working groups, discusses requests and makes decisions if necessary. The Political platform has no decision-making powers, can, however, give recommendations to the federal and cantonal political decision-making bodies.

Operational Platform

The Operational Platform of the SSN is composed of six representatives from the Confederation and six from the cantons, all from the security policy field, and convenes under the lead of the Federal Delegate of the Confederation and the Cantons to the Swiss Security Network. They manage the security policy agenda of the Swiss Security Network according to the instructions of the Political Platform. The Operational Platform discusses and coordinates topics and seeks a consensus between Confederation and cantons. It prepares proposals and conducts affairs on behalf of the Political Platform.
Federal members: Director of the Federal Office of Police (fedpol), Director of the Federal Intelligence Service (FIS), Chief of the Armed Forces Staff, Director of the Federal Office for Civil Protection (FOCP), Head of Security Policy in the General Secretariat of the DDPS, Head of the Directorate General of Customs.
Cantonal members: Secretary General of the Conference of Cantonal Justice and Police Directors (CCJPD), Secretary General of the Inter-governmental Conference on Issues relating to the Military, Civil Protection and Fire Services (RK MZF), President of the Conference of Cantonal Police Commanders of Switzerland (CCPKS), President of the Cantonal Representatives for the Military, Civil Protection and Civil Defence (KVMBZ), President of the Conference of Swiss Fire Service Coordination (IK FKS), President of the Swiss Association of Municipal Police Chiefs (SVSP).

Working groups

If required the Political Platform or Operational Platform engages temporal working groups to work on specific topics. Here communal representatives and persons from the private sector can be involved in addition to federal and cantonal representatives.
